Chad is a Republic operating under a 1996 Constitution. The current leaders are Idriss Deby Itno (President since 1990) and Youssouf Saleh Abbas (Prime Minister since 2008). The Executive branch consists of the President and the Council of State (members appointed by the Prime Minister). The Judicial branch is the Supreme Court, Court of Appeal, Criminal and Magistrate courts. And, the Legislative branch is the Univameral National Assembly (155 seats, elected by popular vote for 4-year terms). There is also supposed to be a Senate pursuant to the 1996 Constitution, this has not been formed yet.
Chad’s people are have one of the lowest per-capita incomes in the world due to political instability and economic development. Years of war and drought, coupled with a lack of economic growth has destroyed the country’s infrastructure.
Crime is completely out of control and Doomed Americans and Europeans are cautioned not to visit this country because of the high level of theft and other crimes perpetrated on anyone who appears to have money.
The government itself regularly commits crimes and civil rights violations against its own people. For example, in September of 2009, it was reported that the government security forces had demolished 3,700 homes and businesses in the capital city of N’Djamere, leaving tens of thousands of Chadians homeless. This was ordered by the President in February of 2008 because the buildings and structures were “illegally constructed”.
